I recentaly came across this neat little site that poses itself as an SEO friendly website directory or essentially a submit link site for a reciprocal link.

You will need some information:

Title;
Url;
Description;
Name and email
Category (you select most appropriate);
link or url to where the reciprocal link is placed on your site.

Also, before you fill out the directory information, you must consider some of the “guidelines”. According to ee9.eu, your submission must meet the following:

We will reject sites that is under construction.
mirror site or primarily contains links selling affiliate products.
Please submit titles and descriptions in English only.
Submit your web site to the most relevant category.
reciprocal links
The reciprocal linkpage may not have more than 35 outgoing links and the link page need to have more than 20 words.
The reciprocal linkpage need to be in the google search engine.
The reciprocal linkpage need to be not more than 4 clicks away from the homepage.
We dont accept multiple categories submission.
We dont accept Submissions in Top Level Categories.
Pay listing
If your website is not accepted, your submission fee will be refunded in full.
We accept multiple categories submission (if the categories are appropriate).
We accept inside pages of your website to be listed.
We accept Submissions in Top Level Categories.

PS Some other other things to consider are whether or not you would rather have a free reciprocal URL or paid inclusion. There is a very small fee which I feel is reasonable.
